That the Comptroller General of the United States be, and he is hereby, authorized and directed to allow and credit to the accounts of Arvin C. Sands, postmaster at Mallard, Iowa, the sum of $78.21, being the amount due the United States on account of loss resulting from the closing in 1927 of the First National Bank of Mallard, Iowa.

No back pay, etc.of December 1901: *Provided*, That no bounty, pension, back pay, or allowances shall be held to have accrued prior to the passage of this Act.
