That the Comptroller General of the United States be, and is hereby, authorized and directed to credit the account of Fred A. Robinson, postmaster at Estherville, Iowa, in the sum of $65.05, due the United States on account of the loss resulting from the closing of the First National Bank of Estherville, Iowa.
