That in the administration of the pension laws and laws conferring rights and privileges upon honorably discharged soldiers, their widows, and dependent relatives, Alonzo Northrup, who served in Company K, First Regiment Michigan Volunteer Infantry, shall be held and considered to have been honorably discharged from the military service of the United States as a member of said organization: *Provided*, That no *Proviso*.No back pay, etc.back pay, pension, bounty, or other emolument shall accrue prior to the passage of this Act.
