Granted honorable discharge. be, and he hereby is, authorized and directed to remove the charge of desertion standing against Isaac Alger, late a private in Company L, Tenth Regiment New York Heavy Artillery Volunteers, and to issue to him an honorable discharge as of date November thirtieth, eighteen hundred and sixty-four: *Provided,* That no pay, bounty, or other *Proviso.* No pay, etc. allowances shall become due or payable by reason of the passage of this Act. Approved, March 3, 1899.
