79 Stat. 1392 Private Law 89–152 AN ACT For the relief of Miss Gloria Seborg. October 27, 1965[[H. R. 2005](/us/bill/89/hr/2005)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Gloria Seborg.[66 Stat. 235](/us/stat/66/235).[8 USC 1401 *et seq*](/us/usc/t8/1401). That, for the purposes of title III of the Immigration and Nationality Act, Miss Gloria Seborg, admitted to the United States for permanent residence on November 5, 1954, shall be held to have complied with the residential and physical presence requirements of section 316 of the said Act.

That, notwithstanding the provision of section 212(a)(3) of the Immigration and[66 Stat. 182](/us/stat/66/182).[8 USC 1182](/us/usc/t8/s1182). Nationality Act, Mrs. Concetta Cioffi Carson may be issued a visa and admitted to the United States for permanent residence if she is found to be otherwise, admissible under the provisions of that Act: *Provided*, That unless the beneficiary is entitled to care under chapter 55 of title[72 Stat. 1445](/us/stat/72/1445).[10 USC 1071–1085](/us/usc/t10/s1071–1085).[8 USC 1183](/us/usc/t8/s1183). 10 of the United States Code, a suitable and proper bond or undertaking, approved by the Attorney General, be deposited as prescribed by section 213 of the Immigration and Nationality Act: *Provided further*, That this exemption shall apply only to a ground for exclusion of which the Department of State or the Department of Justice had knowledge prior to the enactment of this Act.

That Frank Simms of North Chicago, Illinois, is relieved of liability to pay to the United States the sum of $349.80, representing the aggregate amount of overpayments of compensation made to him by the Department of the Navy (during the period beginning May 13, 1962, and ending September 26, 1964) as a result of an administrative error in the adjustment of his pay rate. In the audit and settlement of the accounts of any certifying or disbursing officer of the United States, credit shall be given for the amount for which liability is relieved by this Act.
Sec. 2. The Secretary of the Treasury is hereby authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Frank Simms, an amount equal to the aggregate of the amounts paid by him, or withheld from sums otherwise due him, in complete or partial satisfaction of the liability to the United States specified in the first section. No part of the amount appropriated in79 Stat. 1393 this Act shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding.
Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved October 27, 1965.
