R. 4828](/us/bill/83/hr/4828)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Interior Department appropriation Act, 1954. TITLE I— DEPARTMENT OF THE INTERIOR That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the Department of the Interior for the fiscal year ending June 30, 1954, namely:
Office of the Secretary enforcement of connally hot oil act For expenses necessary for controlling the interstate shipment of contraband oil as required by law (15 U. S. C. 715), $150,000,[49 Stat. 30](/us/stat/49/30). operation and maintenance, southeastern power administration For necessary expenses of operation and maintenance of power transmission facilities and of marketing electric power and energy pursuant to the provisions of section 5 of the Flood Control Act of 1944 (16 U. S. C. 825s), as applied to the southeastern power area, $1,080,000.[58 Stat. 890](/us/stat/58/890).
For expenses of planning for the construction and acquisition of transmission lines, substations, and appurtenant facilities to carry out the provisions of section 5 of the Flood Control Act of 1944 (16 U. S. C. 825s), as applied to the southeastern power area, $50,000. The Secretary of the Interior is hereby authorized to negotiate a disposition of all real and personal property acquired by contract or otherwise out of or by color of appropriations in either the 1952 or 1953 Interior Department Appropriation Acts under the heading “construction,[65 Stat. 249](/us/stat/65/249); [66 Stat. 445](/us/stat/66/445).
Southeastern Power Administration” for the Clark Hill-Greenwood transmission facility to the Greenwood County Electric Power Commission, a public agency of the State of South Carolina, having first completed payments due on property so acquired. The disposition of such property shall be on such terms as will reimburse the United States and the proceeds therefrom shall be deposited in the Treasury as miscellaneous receipts. When said disposition has been effected the unexpended balance of the appropriation made in the Interior Department Appropriation Act, 1952 (65 Stat. 248), under the heading “Construction, Southeastern Power Administration”, and the unexpended balance of the appropriation made in the Interior Department Appropriation Act, 1953 (66 Stat. 445), under the same heading for the Clark Hill-Greenwood facilities, shall be carried to the surplus funds and covered into the Treasury. operation and maintenance, southwestern power administration For necessary expenses of operation and maintenance of power transmission facilities and of marketing electric power and energy pursuant to the provisions of section 5 of the Flood Control Act of 1944 (16 U, 8.

Commission of Fine Arts salaries and expenses For expenses made necessary by the Act establishing a Commission [36 Stat. 371](/us/stat/36/371).of Fine Arts (40 U. S. C. 104), including payment of actual traveling expenses of the members and secretary of the Commission in attending meetings and committee meetings of the Commission either within or outside the District of Columbia, to be disbursed on vouchers approved by the Commission, $21,200. Bureau of Land Management management of lands and resources For expenses necessary for protection, use, improvement, development, disposal, cadastral surveying, classification, and performance of other functions, as authorized by law, in the management of lands and their resources under the jurisdiction of the Bureau of Land Surveys of landsmanagement, $11,483,000: *Provided*, That this appropriation may be expended on a reimbursable basis for surveys of lands other than those under 67 Stat. 263 the jurisdiction of the Bureau of Land Management: *Provided further*, That, for the purpose of surveying federally controlled or intermingled lands, contributions toward the cost thereof may be accepted. construction For construction of access roads on the revested Oregon and California Railroad grant lands; acquisition of rights-of-way and of existing connecting roads adjacent to such lands; to remain available until expended, $2,000,000: *Provided*, That the amount appropriated herein for road construction shall be transferred to the Bureau of Public Roads, Department of Commerce: *Provided further*, That said sum is hereby made a reimbursable charge against the Oregon and California land-grant fund and shall be reimbursed to the general fund in the Treasury in accordance with the provisions of the second paragraph of subsection
(b)of title II of the Act of August 28, 1937.[50 Stat. 876](/us/stat/50/876). administrative provisions Appropriations for the Bureau of Land Management shall be available for purchase of one aircraft for replacement only; purchase, erection, and dismantlement of temporary structures, and alteration and maintenance of necessary buddings and appurtenant facilities to which the United States has title: *Provided*, That of appropriations herein made for the Bureau of Land Management expenditures in connection with the revested Oregon and California Railroad and reconveyed Coos Bay Wagon Road grant lands (other than expenditures for construction of access roads and for acquisition of rights-of-way and of existing connecting roads adjacent to such lands) shall be reimbursed from the 25 per centum referred to in section C, title II, of the Act approved August 28, 1937, of the special fund[50 Stat. 876](/us/stat/50/876). designated the “Oregon and California Land Grant Fund” and section 4 of the Act approved May 24, 1939, of the special fund designated[53 Stat. 754](/us/stat/53/754). the “Coos Bay Wagon Road Grant Fund”. range improvements For construction, purchase, and maintenance of range improvements pursuant to the provisions of sections 3 and 10 of the Act of June 28, 1934, as amended (43 U. S. C. 315), sums equal to the aggregate[48 Stat. 1270, 1273](/us/stat/48/1270/1273). of all moneys received, during the current fiscal year, as range improvement fees under section 3 of said Act and of 25 per centum of all moneys received, during the current fiscal year, under section 15 of said Act, to remain available until expended.[43 USC 315m](/us/usc/t43/s315m). Bureau of Indian Affairs health, education, and welfare services For expenses necessary to provide health, education, and welfare services for Indians, either directly or in cooperation with States and other organizations, including payment (in advance or from date of admission), of care, tuition, assistance, and other expenses of Indians in boarding homes, institutions, or schools; grants and other assistance to needy Indians; maintenance of law and order, and payment of rewards for information or evidence concerning violations of law on Indian reservations or lands; and operation of Indian arts and crafts shops and museums: $52,000,000. 67 Stat. 264 resources management For expenses necessary for management, development, improvement, and protection of resources and appurtenant facilities under the jurisdiction of the Bureau of Indian Affairs, including payment of irrigation assessments and charges; acquisition of water rights; conducting agricultural experiments and demonstrations; advances for Indian industrial and business enterprises; and development of Indian arts and crafts as authorized by law; $13,253,760. construction For construction, major repair, and improvement of irrigation and power systems, buildings, utilities, roads and trails, and other facilities; acquisition of lands and interests in lands; preparation of lands for farming; and architectural and engineering services by contract; Restrictions.to remain available, until expended; $15,869,000: *Provided*, That no part of the sum herein appropriated shall be used for the acquisition of land within the States of Arizona, California, Colorado, New Mexico, South Dakota, Utah, and Wyoming outside of the boundaries of existing Indian reservations: *Provided further*, That no part of this appropriation shall be used for the acquisition of hind or water rights within the States of Nevada, Oregon, and Washington either inside or outside the boundaries of existing reservations: *Provided further*, That of the amount included herein for the construction of roads and trails, such part of the amount as determined by the Commissioner of Indian Affairs shall be available only for roads and trails which State and local governments agree to take over and maintain when the improvement is completed: *Provided further*, That the Secretary may transfer without exchange of funds to the Devils Lake Sioux Tribe of the Fort Totten Reservation, the East Side and Crow Hill day schools together with the lands on which they are situated whenever it is determined they are no longer needed for Bureau Picacho Reservoir, Ariz.purposes: *Provided further*, That the Secretary is authorized to purchase, without regard to the prohibition against the purchase of land from appropriations for Construction, Bureau of Indian Affairs, contained in this or any other Act, not to exceed fifteen hundred acres of nonreservation lands in Arizona, and necessary rights-of-way and easements required for the enlargement of the Picacho Reservoir of the San Carlos Indian irrigation project, and approximately five acres Wapato irrigation project, Wash.of allotted Indian lands within the Yakima Indian Reservation, Washington, for use of the Wapato irrigation project. general administrative expenses For expenses necessary for the general administration of the Bureau of Indian Affairs, including such expenses in field offices, $3,000,000. administrative provisions Appropriations for the Bureau of Indian Affairs (except the revolving fund for loans) shall be available for expenses of exhibits; purchase of ice for official use of employees; and expenses required by continuing or permanent treaty provisions. tribal funds In addition to the tribal funds authorized to be expended by existing law, there is hereby appropriated $3,040,000 from tribal funds not otherwise available, for expenditure for the benefit of Indians and 67 Stat. 265 Indian tribes, including pay and travel expenses of employees; care, tuition and other assistance to Indian children attending public and private schools (which may be paid in advance, or from date of admission); purchase of land and improvements on land, title to which shall be taken in the name of the United States in trust for the tribe for which purchased; lease of lands and water rights; compensation and expenses of attorneys and other persons employed by Indian tribes under approved contracts; pay, travel and other expenses of tribal officers, councils, and committees thereof, or other tribal organizations, including mileage for use of privately owned automobiles and per diem in lieu of subsistence at rates established administratively but not to exceed those applicable to civilian employees of the Government; relief of Indians, without regard to section 7 of the Act of May 27, 1930 (46 Stat. 391), including cash grants; and employment of a[18 USC 4124](/us/usc/t18/s4124).Recreational director; curator. recreational director for the Menominee Reservation and a curator for the Osage Museum, each of whom shall be appointed with the approval of the respective tribal councils and without regard to the classification laws: *Provided*, That in addition to the amount appropriated herein, tribal funds may be advanced to Indian tribes during the current fiscal year for such purposes as may be designated by the governing body of the particular tribe involved and approved by the Secretary: *Provided, however*, That no part of this appropriation or other tribal funds shall be used for the acquisition of land or water lights within the States of Nevada, Oregon, Washington, and Wyoming, either inside or outside the boundaries of existing Indian reservations, if such acquisition results in the property being exempted from local taxation. Bureau of Reclamation For carrying out the functions of the Bureau of Reclamation as provided in the Federal reclamation laws (Act of June 17, 1902, 32 Stat. 388, and Acts amendatory thereof or supplementary thereto)[43 USC 372 *et seq*](/us/usc/t43/s372). and other Acts applicable to that Bureau, as follows: general investigations For engineering and economic investigations of proposed Federal reclamation projects and studies of water conservation and development plans; engineering and economic investigations, as a basis for legislation, and for reports thereon to Congress, relating to projectsReports. for the development and utilization of the water resources of Alaska; formulating plans and preparing designs and specifications for authorized Federal reclamation projects or parts thereof prior to initial allocation of appropriations for construction of such projects or parts; and activities preliminary to the reconstruction, rehabilitation and betterment, financial adjustment, or extension of existing projects; to remain available until expended; $3,000,000, of which $2,400,1X10 shall be derived from the reclamation fund and $500,000 shall be derived from the Colorado River development fund: *Provided*, That the expenditure of any sums from this appropriation for investigations of any nature requested by States, municipalities, or other interests shall be upon the basis of the State, municipality, or other interest advancing at least 50 per centum of the estimated cost of such investigations *Provided further*, That, except as herein expressly provided with respect to investigations in Alaska, no part of this appropriation shall be expended in the conduct of activities which are not authorized by law. 67 Stat. 266 construction and rehabilitation For construction and rehabilitation of authorized reclamation projects or parts thereof (including power transmission facilities) and for other related activities, as authorized by law, to remain available until expended, $116,269,660, of which $52,509,206 shall be derived from the Limitations.reclamation fund: *Provided*, That not to exceed $268,000 shall be available toward the emergency rehabilitation of the Dalton Gardens Irrigation Project, Idaho, to be repaid in full under conditions satisfactory to the Secretary of the Interior: *Provided further*, That not to exceed $222,000 shall be available toward the emergency rehabilitation of the Avondale Irrigation Project, Idaho, to be repaid in full under conditions satisfactory to the Secretary of the Interior: *Provided further*, That the Bureau of Reclamation is authorized to expend not to exceed $300,000 for emergency flood protective work and minor completion work on the irrigation system of the Buford-Trenton Project of which the portion thereof found by the Secretary to be properly allocable to irrigation pursuant to allocations to be made [53 Stat. 1192](/us/stat/53/1192).[43 USC 4855f](/us/usc/43/4855f).under section 7
(b)of the Reclamation Project Act of 1939 shall he repaid under terms satisfactory to the Secretary and to the water users: *Provided further*, That not to exceed $1,000,000 of the amount appropriated herein for the Missouri River Basin Project shall be non-reimbursable representing that portion of the cost of Pactola Dam allocated to furnishing a water supply for Ellsworth Air Force Restrictions.Base: *Provided, further*, That no part of this appropriation shall be available for other than the completion of field engineering, survey work, and preliminary designs of the Southwest Contra Costa County Water District System and no repayment contract shall be executed or construction begun until plans have been submitted to and approved by the Congress through its legislative and appropriation procedures, after submission of a report to the Congress by the Secretary of the Interior
(1)on the cost and feasibility of said project, including the necessary distribution system and
(2)on the rates required to be charged to the ultimate consumers: *Provided further*, That no part of this appropriation shall be used to initiate the construction of transmission facilities within those areas covered by power wheeling service contracts which include provision for service to Federal establishments and preferred customers, except those transmission facilities for which construction funds have been heretofore appropriated, those facilities which are necessary to carry out the terms of such contracts or those facilities for which the Secretary of the Interior finds the wheeling agency is unable or unwilling to provide for the integration of Federal projects or for service to a Federal establishment or preferred customer: *Provided further*, That in order to promote agreement among the States of Nebraska, Wyoming, and Colorado, and to avoid any possible alteration of existing vested water rights, no part of this or of any prior appropriation shall be used for construction or for further commitment for construction of the Glen do unit or any feature thereof, until a definite plan report thereon has been completed, reviewed by the States of Nebraska, Wyoming, and Colorado, and approved by Congress: *Provided further*, That no part of this or any other appropriation shall be available for the initiation of construction under the terms of reclamation law of any dam or reservoir or water supply, or any tunnel, canal or conduit for water, or water distribution system related to such dam or reservoir until the Secretary shall certify to the Congress that an adequate soil survey and land classification has been made and that the lands to be irrigated are susceptible to the production of agricultural crops by means of irrigation or that the successful 67 Stat. 267 irrigability of those lands and their susceptibility to sustained production of agricultural crops by means of irrigation has been demonstrated in practice: *Provided further*, That no part of this or prior appropriations shall be used for construction, nor for further commitments to construction of Moorhead Dam and Reservoir, Montana, or any feature thereof until a definite plan report thereon has been completed, reviewed by the States of Wyoming and Montana, and approved by the Congress. operation and maintenance For operation and maintenance of reclamation projects or parts thereof and of other facilities, as authorized by law; and for a soil and moisture conservation program on lands under the jurisdiction of the Bureau of Reclamation, pursuant to law, $19,500,00(1, of which $15,075,290 shall be derived from the reclamation fund and $2,179,710 shall be derived from the Colorado River dam fund, including (notwithstanding the provisions of the First Deficiency Appropriation Act, 1944, relating thereto) operation and maintenance of Palo Verde[58 Stat. 157](/us/stat/58/157). Weir: *Provided*, That funds advanced for operation and maintenance of reclamation projects or parts thereof shall be deposited to the credit of this appropriation and may be expended for the same objects and in the same manner as sums appropriated herein may be expended, and the unexpended balances of such advances shall be credited to the appropriation for the next succeeding fiscal year. general administrative expenses For necessary expenses of general administration and related functions in the offices of the Commissioner of Reclamation and in the regional offices of the Bureau of Reclamation, $4,500,000, to be derived from the reclamation fund and to be nonreimbursable pursuant, to the Act of April 19, 1945 (43 U. S. C. 377): *Provided*, That no part, of[59 Stat. 54](/us/stat/59/54). any other appropriation in this Act shall be available for activities or functions budgeted for the current fiscal year as general administrative expenses. emergency fund For an additional amount for the emergency fund as authorized by the Act of June 26, 1948 (43 U. S. C. 502), $400,000, to be derived[62 Stat. 1052](/us/stat/62/1052). from the reclamation fund, special fund, and to remain available until expended for the purposes specified in said Act. special funds Sums herein referred to as being derived from the reclamation fund, the Colorado River dam fund, or the Colorado River development fund, are appropriated from the special funds in the Treasury created by the Act of June 17, 1902 (43 U. S. C. 391), the Act of[32 Stat. 388](/us/stat/32/388).[45 Stat. 1057](/us/stat/45/1057).[54 Stat. 774](/us/stat/54/774). December 21, 1928 (43 U. S. C. 617a), and the Act of July 19, 1940 (43 U. S. C. 618a), respectively. Such sums shall be transferred, upon request of the Secretary, to be merged with and expended under the heads herein specified; and the unexpended balances of sums transferred for expenditure under the heads “Operation and maintenance” and “General Administrative Expenses” shall revert and be credited to the special fund from which derived. 67 Stat. 268 administrative provisions Appropriations to the Bureau of Reclamation shall tie available for Damage claims.payment of claims for damage to or loss of property, personal injury, or death arising out of activities of the Bureau of Reclamation; payment, except as otherwise provided for, of compensation and expense of persons on the rolls of the Bureau of Reclamation appointed as authorized by law to represent the United States in the negotiation and administration of interstate compacts without reimbursement or Rewards.return under the reclamation laws; rewards for information or evidence concerning violations of law involving property under the jurisdiction of the Bureau of Reclamation; performance of the functions specified under the head “Operation and Maintenance administration”, Bureau of Reclamation, in the Interior Department [58 Stat. 486](/us/stat/58/486).Appropriation Act, 1945; preparation and dissemination of useful information including recordings, photographs, and photographic prints; and studies of recreational uses of reservoir areas, and investigation and recovery of archeological and paleontological remains in such areas in the same manner as provided for in the Act of August [49 Stat. 666](/us/stat/49/666).21, 1935 (16 U. S. C. 461–467): *Provided*, That, no part of any Appropriation made herein shall be available pursuant to the Act of April [59 Stat. 54](/us/stat/59/54).19, 1945 (43 U. S. C. 377), for expenses other than those incurred on behalf of specific reclamation projects except “General Administrative Expenses” and amounts provided for reconnaissance, basin surveys, and general engineering and research under the head “General Investigations”. Allotments to the Missouri River Basin project from the AppropriationMissouri River Basin project. under the head “Construction and Rehabilitation” shall be available additionally for said project for those functions of the Bureau of Reclamation provided for under the head “General Investigations” (but this authorization shall not preclude use of the Appropriation under said head within that area), and for the continuation of investigations by agencies of the Department on a general plan for the development of the Missouri River Basin. Such allotments may be expended through or in cooperation with State and other Federal agencies, and advances to such agencies are hereby authorized. Sums appropriated herein which are expended in the performance of reimbursable functions of the Bureau of Reclamation shall be returnable to the extent and in the manner provided by law. No part of any appropriation for the Bureau of Reclamation, contained in this Act or in any prior Act, which represents amounts earned under the terms of a contract but remaining unpaid, shall be obligated for any other purpose, regardless of when such amounts are to be paid: *Provided*, That the incurring of any obligation prohibited by this paragraph shall be deemed a violation of section 665 of title 31 of the United States Code. No funds appropriated to the Bureau of Reclamation for operation and maintenance, except those derived from advances by water users, shall be used for the particular benefit of hinds
(a)within the boundaries of an irrigation district,
(b)of any member of a water users’ organization, or
(c)of any individual, when such district, organization, or individual is in arrears for more than twelve months in the payment of charges due under a contract entered into with the United States pursuant to laws administered by the Bureau of Reclamation. Not to exceed 12 per centum of the construction allotment made byConstruction work by force account, etc. the Bureau of Reclamation for any project from the appropriation “Construction and Rehabilitation” contained in this Act, shall be available for construction work by force account or on a hired-labor basis; except that not to exceed $225,000 may on approval of the Commissioner be expended for construction work by force account 67 Stat. 269 on any one project or Missouri Basin unit when the work is unsuitable for contract or when excessive bids are received; and except in cases of emergencies local in character, so declared by the Commissioner. Geological Survey surveys, investigations, and research For expenses necessary for the Geological Survey to perform surveys, investigations, and research covering topography, geology, and the mineral and water resources of the United States, its Territories and possessions; classify lands as to mineral character and water and power resources; give engineering supervision to power permits and Federal Power Commission licenses; enforce departmental regulations applicable to oil, gas, and other mining leases, permits, licenses, and operating contracts; and publish and disseminate data relative to the foregoing activities; $27,750,000, of which $3,700,000 shall beCooperation with States, etc. available only for cooperation with States or municipalities for water resources investigations; *Provided*, That the share of the Geological Survey in any topographic mapping or water resources investigations carried on in cooperation with any State or municipality shall not exceed 50 per centum of the cost thereof. administrative provisions The amount appropriated for the Geological Survey shall be available for reimbursement of the General Services Administration for security guard service for protection of confidential files; contracting for the furnishing of topographic maps and for the making of geophysical or other specialized surveys when it is administratively determined that such procedures are in the public interest; construction and maintenance of necessary buildings and appurtenant facilities; acquisition of lands for gaging stations; and payment of compensation and expenses of persons on the rolls of the Geological Survey appointed, as authorized by law, to represent the United States in the negotiation and administration of interstate compacts, including not to exceed $10,000 for the person appointed by theArkansas River compact. President to participate as the representative of the United States in the administration of the compact consented to by the Act of May 31, 1949 (Public Law 82): *Provided*, That notwithstanding the provisions[63 Stat. 145](/us/stat/63/145).Appointment of retired Army officer. of any other law, the President is authorized to appoint a retired officer as such representative, without prejudice to his status as prejudice to his status as a retired Army officer, and he shall receive such compensation and expenses in addition to his retired pay. Administration, Department of the Interior salaries and expenses For necessary expenses of the Office of the Secretary of the Interior (referred to herein as the Secretary), including teletype rentals and service, $2,325,000. General Provisions Sec. 101. Notwithstanding any provision of law to the contrary, Employment of aliens.aliens may be employed during the current fiscal year in the field service of the Department for periods of not more than thirty days in cases of emergency caused by fire, flood, storm, act of God, or sabotage. Sec. 102. Appropriations in this Act available for travel expensesAttendance at meetings. shall be available, for expenses of attendance of officers and employees at meetings or conventions of members of societies or associations concerned with the work of the bureau or office for which the Appropriation concerned is made. Sec. 103. Appropriations made in this Act shall be available forEmergency reconstruction. expenditure or transfer (within each bureau or office), with the approval of the Secretary, for the emergency reconstruction, replacement or repair of buildings, utilities, or other facilities or equipment damaged or destroyed by lire, flood, storm, or other unavoidable causes: Provided, That no funds shall be made available under this authority until funds specifically made available to the Department of the Interior for emergencies shall have been exhausted. Sec. 104. The Secretary may authorize the expenditure or transferEmergency prevention of fires. (within each bureau or office) of any appropriation in this Act, in addition to the amounts included in the budget programs of the several agencies, for the suppression or emergency prevention of forest or range fires on or threatening lands under jurisdiction of the Department of the Interior: *Provided*, That appropriations made in this Act for fire suppression purposes shall be available for the payment of obligations incurred during the preceding fiscal year. Sec. 105. Appropriations made in this Act, shall be available forOperation of warehouses, etc. operation of warehouses, garages, shops, and similar facilities, wherever consolidation of activities will contribute to efficiency or economy, and said appropriations shall be reimbursed for services rendered to any other activity in the same manner as authorized by the Act of June 30, 1932 (31 U. S. C. 686): *Provided*, That reimbursements for[47 Stat. 417](/us/stat/47/417).Reimbursements. cost of supplies, materials and equipment, and for services rendered may be credited to the appropriation current at the time such reimbursements are received. Sec. 106. Appropriations made in this Act shall be available for services as authorized by section 15 of the Act of August 2, 1946 (5 U. S. C. 55a) when authorized by the Secretary, at rates not to [60 Stat. 810](/us/stat/60/810).exceed $100 per diem for individuals, and in total amount not to exceed $250,000; maintenance and operation of aircraft; hire of passenger motor vehicles; purchase of reprints; examination of estimates of appropriations in the field; payment for telephone service in private residences in the field, when authorized under regulations approved by the Secretary; and the payment of dues, when authorized by the Secretary, for library membership in societies or associations 67 Stat. 276 which issue publications to members only or at a price to members lower than to subscribers who are not members. Sec. 107. Funds appropriated in this title shall be available forPassenger motor vehicles. the purchase of not to exceed fifty passenger motor vehicles for replacement only; and the Secretary is authorized to make such transfers of motor vehicles, between bureaus and offices, without transfer of funds, as may be required in carrying out the operations of the Department. Sec. 108.
(a)Not to exceed $250,000 of the funds appropriated inPersonal ices. this title shall be available to pay the compensation of all persons the budget estimates for personal services heretofore submitted to the Congress for the fiscal year 1954 contemplated would be employed by such department, agency, or corporation during such fiscal year in the performance of—
(1)function performed by a person designated as an information specialist, information and editorial specialist, publications and information coordinator, press relations officer or counsel, photographer, radio expert, television expert, motion picture expert, or publicity expert, or designated by any similar title, or
(2)functions performed by persons who assist persons performing the functions described in
(1)in drafting, preparing, editing, typing, duplicating or disseminating public information, publications or releases, radio or television scripts, magazine articles, photographs, motion picture and similar material, shall be available to pay the compensation of persons performing the functions described in
(1)or (2).
(b)This section shall not apply to the preparation for publication of reports and maps resulting from authorized scientific and engineering investigations and surveys, to photography incident to the compilation and reproduction of maps and reports, or publications of the National Park Service, or to photocopying of permanent records for preservation. TITLE II— VIRGIN ISLANDS CORPORATION revolving fund For an additional amount for the revolving fund established under[63 Stat. 875](/us/stat/63/875). this head in the Supplemental Appropriation Act, 1950, to provide for advances to the Virgin Islands Corporation as authorized by law, $1,028,000. grants For payment to the Virgin Islands Corporation in the form of grants as authorized by law, $1,080,000. administrative expenses During the current fiscal year the Virgin Islands Corporation is hereby authorized to make such expenditures, nothing the limits of funds available to it and in accord with law, and to make such contracts and commitments without regard to fiscal-year limitations as [59 Stat. 598](/us/stat/59/598).[31 USC 849](/us/usc/t31/s849).provided by section 104 of the Government Corporation Control Act, as amended, as may be necessary in carrying out its programs as set forth in the budget for the fiscal year 1954: *Provided*, That not to exceed $130,000 shall be available for administrative expenses (to be computed on an accrual basis) of the Corporation, covering the categories set forth in the 1954 Budget estimates for such expenses. 67 Stat. 277 TITLE III— FEDERAL COAL MINE SAFETY BOARD OF REVIEW salaries and expenses For necessary expenses of the Federal Coal Mine Safety Board of Review, including services as authorized by section 15 of the Act of August 2, 1946 (5 U. S. C. 55a), $80,000.[60 Stat. 810](/us/stat/60/810). TITLE IV— GENERAL PROVISIONS Sec. 401. No part of any appropriation contained in this Act, orStrikes or overthrow of Government. of the funds available for expenditure by any corporation included in this Act, shall be used to pay the salary or wages of any person who engages in a strike against the Government of the United States or who is a member of an organization of Government employees that asserts the right to strike against the Government of the United States, or who advocates, or is a member of an organization that advocates, the overthrow of the Government of the United States by force or violence: *Provided*, That for the purposes hereof an affidavitAffidavit. shall be considered prima facie evidence that the person making the affidavit has not contrary to the provisions of this section engaged in a strike against the Government of the United States, is not a member of an organization of Government employees that asserts the right to strike against the Government of the United States, or that such person does not advocate, and is not a member of an organization that advocates, the overthrow of the Government of the United States by force or violence: *Provided further*, That any person who engagesPenalty. in a strike against the Government of the United States or who is a member of an organization of Government employees that asserts the right to strike against the Government of the United States, or who advocates, or who is a member of an organization that advocates, the overthrow of the Government of the United States by force or violence, and accepts employment the salary or wages for which are paid from any appropriation or fund contained in this Act shall be guilty of a felony and, upon conviction, shall be fined not more than $1,000 or imprisoned for not more than one year, or both: *Provided further*, That the above penalty clause shall be in addition to, and not in substitution for, any other provisions of existing law: *Provided further*, That in cases of emergency, caused by fire, flood, storm, act of God, or sabotage, persons may be employed for periods of not more than thirty days and be paid salaries and wages without the necessity of inquiring into their membership in any organization. TITLE V— REDUCTIONS IN APPROPRIATIONS Amounts available to the Department of the Interior from Appropriations are hereby reduced in the sums hereinafter set forth, such sums to be carried to the surplus fund and covered into the Treasury immediately upon the approval of this Act: office of the secretary Construction, Southwestern Power Administration, $1,264,300; bureau of reclamation Construction and Rehabilitation, Missouri Basin Project, $600,000.
