Foro.Payment to. of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Sigvard C. Foro, of Duluth, Minnesota, the sum of $2,500, in full satisfaction of his claim against the United States for personal injuries and property damages sustained by him when his car was struck by a Civilian Conservation Corps truck on Highway Numbered 61 at Palmer, Minnesota, on August 5, 1937: *Provided*, That no part*Proviso*.Limitation on attorney’s, etc., fees. of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding.
Any person violating the provisions of this Act shall be deemedPenalty for violation. guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Date of admittance for permanent residence.Hereafter, for the purposes of the immigration and naturalization laws, such aliens shall be deemed to have been admitted for all purposes to the United States for permanent residence on April 15, 1925: *Provided*, *Proviso*.Ineligibility to citizenship.That the said Johannes or John, Julia, Michael, William, and Anna Kostiuk shall never be eligible to become citizens of the United States.
