Payment to. of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to 2086Margaret G. Baldwin, widow of Frederick W. Baldwin, late consul, Habana, Cuba, the sum of $3,500, being one year’s salary of her deceased husband, who died while in the Foreign Service; and there is hereby authorized to be appropriated a sufficient sum to carry out the purposes of this Act.

U. S. C., p. 100. *Proviso.* No prior benefits. 7, 1916, as amended, the United States Employees’ Compensation Commission is hereby authorized to consider and determine the claim of Lucile A. Abbey, in the same manner and to the same extent as if said Lucile A.
Abbey had made application for the benefits of said Act within the one-year period required by sections 17 and 20 thereof: *Provided,* That no benefits shall accrue prior to the approval of this Act.
