(/us/pvtl/73/269).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, That the SecretaryMorris Spirt.Refund of fine. of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Morris Spirt, of Waterbury, Connecticut, the sum of $1,500 in full settlement of all claims against the Government of the United States. Such sum is the amount of a fine paid on such date into the Treasury of the United States pursuant to a plea of guilty to an indictment for violation of certain provisions of the Act entitled “An Act to provideVol. 40, p. 276. further for the national security and defense by encouraging1400 the production, conserving the supply, and controlling the distribution of food products and fuel ”, approved August 10, 1917 (popularly known as the “Lever Act ”), prior to the declaration by the Supreme Court of the United States of the invalidity of such *Proviso*.Limitation on attorney’s, etc., fees.provisions: *Provided*, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim.
It shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum of the amount appropriated in this Act in excess of 10 per centum thereof on account of services rendered in connection with said claim, any contract to the contrary Penalty for violation.notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000.

Wimley, out of any money in the Treasury not otherwise appropriated, the sum of $100 in full settlement of all claims against the Government of the United States for personal injuries resulting from a collision between a taxicab in which he was *Proviso*.Limitation on attorney’s, etc., fees.a passenger and a Navy bus on October 29, 1930: *Provided*, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim.
