That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay William Knourek, deputy collector of internal revenue of the State of Illinois, out of any money in the Treasury not otherwise appropriated, the sum of $421, being the value of internal revenue stamps charged to him and stolen at Chicago, Illinois, in May, 1919.
