John F. O’Neil appointed carpenter, retired. That the Secretary of the Navy be, and he is hereby, authorized to appoint John F. O’Neal a carpenter in the United States Naval Reserve Force, and place him upon the retired list with three-quarters pay of his grade: *Proviso*. No back pay, etc.*Provided*, That the said John F. O’Neil shall not, by the passage of this Act, be entitled to back pay or allowances. Approved, March 2, 1929.
