That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, and in full and legal settlement against the Government, to the heirs of the late John Eimer the sum of $5,000 for death of said John Eimer, caused by being struck by a Government-owned automobile which was driven by a Government employee.
