That the Act of Congress approved February 27, 1919, granting the consent of Congress to the county of Allegheny, Pennsylvania, to construct, maintain, and operate a bridge, with approaches thereto, across the Ohio River at or near McKees Rocks Borough, in the county of Allegheny, in the Commonwealth of Pennsylvania, be, and the same is hereby, *Proviso.*Time limit.revived and reenacted: *Provided,* That this Act shall be null and void unless the actual construction of the bridge herein referred to be commenced within two years and completed within four years Amendment from the date of approval hereof.
Sec. 2. Amendment.The right to alter, amend, or repeal this Act is hereby expressly reserved. Approved, February 13, 1929.
