## SEC. 11114 NATIONAL HIGHWAY FREIGHT PROGRAM Section 167 of title 23, United States Code, is amended— ####
(1)in subsection (e)— #####
(A)in paragraph (2), by striking “150 miles” and inserting “300 miles”; and #####
(B)by adding at the end the following: > > #### “(3) Rural states > > Notwithstanding paragraph (2), a State with a population per square mile of area that is less than the national average, based on the 2010 census, may designate as critical rural freight corridors a maximum of 600 miles of highway or 25 percent of the primary highway freight system mileage in the State, whichever is greater.” > ; ####
(2)in subsection (f)(4), by striking “75 miles” and inserting “150 miles”; and ####
(3)in subsection (i)(5)(B)— #####
(A)in the matter preceding clause (i), by striking “10 percent” and inserting “30 percent”; #####
(B)in clause (i), by striking “and” at the end; #####
(C)in clause (ii), by striking the period at the end and inserting a semicolon; and #####
(D)by adding at the end the following: > > ###### “(iii) > > for the modernization or rehabilitation of a lock and dam, if the Secretary determines that the project— > > > ###### “(I) > > is functionally connected to the National Highway Freight Network; and > > > ###### “(II) > > is likely to reduce on-road mobile source emissions; and > > > ###### “(iv) > > on a marine highway corridor, connector, or crossing designated by the Secretary under section 55601(c) of title 46 (including an inland waterway corridor, connector, or crossing), if the Secretary determines that the project— > > > ###### “(I) > > is functionally connected to the National Highway Freight Network; and > > > ###### “(II) > > is likely to reduce on-road mobile source emissions.” > .
