If the brand commissioner appointed by the state board of stock inspection commissioners is unable to determine from the brand records and description who is the owner or probable owner of a reported estray, the brand commissioner shall cause notice showing a facsimile of the brand and other identifying characteristics carried by the estray to be posted in the offices of all county clerk and recorders, in licensed livestock markets, and in other conspicuous places in the area where the estray was found.
The livestock notice must state when and where the estray animal was taken into custody. In addition, the brand commissioner shall cause a notice giving a general description of the estray to be placed in a local newspaper within the county where the estray is held, and the notice shall be carried in one regular issue only. Both notices must state that unless the animal is claimed by the legal owner within ten days after the publication or posting of the notice, whichever is later, then the animal shall be sold by the state board of stock inspection commissioners for the benefit of the owner when found.
