If an estray animal is not claimed within ten days after the posting of an estray notice, it shall be sold by the state board of stock inspection commissioners, through an authorized brand inspector of the board, in such manner as the board may direct. The brand inspector making the sale shall give a bill of sale to the purchaser from the state board of stock inspection commissioners, signed by the brand inspector as inspector for the board, which bill of sale is legal evidence of the ownership of the animal by the purchaser and is a legal and valid title to the animal.
