Upon receiving notice that a person has taken into the person's custody an estray animal, the state board of stock inspection commissioners shall make or cause to be made an examination of the state brand records, and, if from this record the name of the owner or probable owner can be determined, the board shall forthwith notify the owner or probable owner of the taking into custody of the estray. Upon the owner proving ownership to the satisfaction of the state board of stock inspection
commissioners, the state board shall issue to the owner an order to receive the same upon payment of any reasonable charges that may have been incurred in the care of the animal.
