The Secretary of Homeland Security shall ensure that each facility used to detain aliens provides access to the Legal Orientation Program (or any successor program), to be operated by a nonprofit nongovernmental organization with demonstrated immigration law expertise, for each alien detained at such facility, whether or not such facility is owned by the Department. The Secretary of Homeland Security shall ensure that each alien described in subsection
(a)receives a legal orientation under such subsection, which may be provided in a group setting, as soon as practicable after entering the detention facility, but in no case after the initial hearing before an immigration judge.
