The Secretary of Homeland Security shall permit an alien who has counsel in accordance with section 292 of the Immigration and Nationality Act ( 8 U.S.C. 1362 ) to access such counsel, in a private, confidential setting, including through confidential contact with counsel through in person, telephonic, or televideo meetings.
