Of the amounts authorized to be appropriated by this Act or otherwise made available for fiscal year 2026 for Operation and Maintenance, Defense-wide, and available for the Office of the Under Secretary of Defense for Policy for travel, not more than 90 percent may be obligated or expended until the Secretary of Defense certifies to the congressional defense committees that the Department of Defense is compliant with the requirements of section 1067 of the National Defense Authorization Act for Fiscal Year 2025 ( Public Law 118–159 ; 10 U.S.C. 113 note). A certification under subsection
(a)shall include each of the following: a written statement that a copy of each execute order required to be submitted to the congressional defense committees under such section has been transmitted to the congressional defense committees; and a description of the mechanism established to facilitate the provision to the congressional defense committees of all future briefings required under such section, and the compliance with the disclosure and notice requirements under such section, within the time frames required by such section.
