None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2026 for the Department of Defense may be used to— carry out a hiring freeze at a public shipyard; carry out a reduction in force at a public shipyard; or delay without cause the filling of a vacant Federal civilian employee position at a public shipyard.
