Section 4(a) of the Endangered Species Act of 1973 ( 16 U.S.C. 1533(a) ) is amended by adding at the end the following: If the Secretary determines under paragraph
(1)that a species is a threatened species or an endangered species in only a significant portion of the range of the species, the Secretary may only list the species under subsection
(c)as a threatened species or an endangered species with respect to that portion of the range of the species. .
