Section 4(b) of the Endangered Species Act of 1973 ( 16 U.S.C. 1533(b) ) is amended— in paragraph (1)(A), by inserting data submitted to the Secretary by a State, Tribal, or local government, and after account ; and in paragraph (2)(A), as so designated by section 304(c)(1)(B) of this Act, by inserting data submitted to the Secretary by a State, Tribal, or local government, as well as after consideration .
