Subsection (b)(2) of the Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 3157(b)(2) ) is amended— in subparagraph (A)(iii), by inserting regionally adapted cultivar and breed development, before selection theory, ; and in subparagraph (B)(iv), by inserting regionally adapted breed development, before selection theory, . Not later than October 1, 2026, the Secretary shall submit to the Committee on Agriculture, Nutrition, and Forestry of the Senate and the Committee on Agriculture of the House of Representatives a report that provides information on all public cultivar and animal germplasm research funded by the Department of Agriculture, including— an assessment of the research funded by the Department of Agriculture relating to public cultivar and animal germplasm development; identified research gaps relating to public cultivar and animal germplasm development; and recommendations to improve coordination of all public cultivar and animal germplasm work across the Department of Agriculture, including engagement with relevant stakeholders.
