Section 6 of the Research Facilities Act ( 7 U.S.C. 390d ) is amended— by striking the section designation and heading and all that follows through Subject to in subsection

(a)and inserting the following: Subject to subsections (b), (c), and (d), out of amounts in the Treasury not otherwise appropriated, there is appropriated to the Secretary to carry out the competitive grant program under section 4 $2,500,000,000 for fiscal year 2025, to remain available until expended. Subject to ; and in subsection (a)(2) (as so designated), in the first sentence, by striking 2023 and inserting 2029 .
