Subsection
(b)of the Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 3157(b) ) is amended— in paragraph (2)— in subparagraph (B)(i), by inserting , including shellfish before the semicolon; in subparagraph (D)— in clause (vii), by striking and at the end; in clause (viii), by striking the period at the end and inserting ; and ; and by adding at the end the following: measuring, monitoring, reporting, and verifying greenhouse gas emissions and carbon sequestration. ; in subparagraph (E)— in clause (iv), by striking and at the end; in clause (v), by striking the period at the end and inserting a semicolon; and by adding at the end the following: precision agriculture technologies; hydroponics, aquaponics, aeroponics, and other production technologies used in controlled-environment agricultural production; and food loss and waste prevention and reduction, including new technologies to extend shelf life and new opportunities for new upcycled food products. ; in subparagraph (F)— in clause (vii), by striking and at the end; in clause (viii), by striking the period at the end and inserting ; and ; and by adding at the end the following: workforce training, education, research, and outreach activities relating to the food and agricultural sciences (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3103 )). ; and adding at the end the following: Agricultural climate adaptation and mitigation, including— strategies for agricultural adaptation to climate change and drought, including strategies for small and medium-sized farms and ranches; on-farm mitigation strategies and solutions, including infrastructure, equipment, and ecosystems-based strategies; economic and social costs and benefits of adopting conservation practices to mitigate and adapt to climate change; ecosystem service co-benefits of reducing net greenhouse gas emissions and adapting to climate change; new technologies, methods, and models to measure and predict greenhouse gas emissions and soil carbon sequestration; and the intersection of agricultural production, soil health, climate change, and human health. ; in paragraph (6)— by redesignating subparagraphs

(D)the following: to a consortium of junior or community colleges (as defined in section 312 of the Higher Education Act of 1965 ( 20 U.S.C. 1058 )) that may partner with land-grant colleges or universities (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3103 )), to carry out workforce training, education, research, and outreach priorities described in paragraph (2)(F)(ix). ; and in paragraph (11)(A), in the matter preceding clause (i), by striking 2023 and inserting 2029 .
