Sec. 1011. Capacity building and security cooperation with Mexico to counter threats posed by transnational criminal organizations

Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense, in consultation with the Secretary of State and with the agreement of the Government of Mexico, shall submit to the appropriate committees of Congress a plan for a pilot program to train, at military installations and facilities in the United States, members of the United States Armed Forces jointly with members of the military forces of Mexico on tactics, techniques, and procedures for countering threats posed by transnational criminal organizations, including through— operations involving the use of rotary-wing aircraft; and in consultation with the appropriate civilian government agencies specializing in countering transnational criminal organizations— joint network analysis; counter illicit financing and money laundering; counter illicit trafficking (including narcotics, weapons, and human trafficking and smuggling, and illicit trafficking in natural resources); and assessments of key nodes of activity of transnational criminal organizations.
Not later than 15 days after the date on which the plan required by subsection
(a)is submitted, the Secretary of Defense shall commence implementation of the pilot program described in the plan. In this section, the term appropriate committees of Congress means— the Committee on Armed Services, the Committee on Appropriations, the Committee on Foreign Relations, and the Committee on Homeland Security and Governmental Affairs of the Senate; and the Committee on Armed Services, the Committee on Appropriations, the Committee on Foreign Affairs, and the Committee on Homeland Security of the House of Representatives.
