Section 3136(d) of title 10, United States Code, is amended by adding at the end the following new paragraphs: For procuring and integrating available commercial technologies and services to satisfy a joint urgent operational need, joint emergent operational need, or a validated service requirement. For providing infrastructure to support Department goals of accelerating the fielding and adoption of new capabilities. .
