There is authorized to be appropriated to the Secretary for grants under section 22908 of title 49, United States Code, $50,000,000 for each of fiscal years 2022 through 2026. The Secretary may withhold up to 1 percent of the amount appropriated for each fiscal year pursuant to subsection
(a)for the costs of project management oversight of grants authorized under section 22908 of title 49, United States Code.
