There is authorized to be appropriated to the Secretary for grants under section 24911 of title 49, United States Code, $1,500,000,000 for each of fiscal years 2022 through 2026. The Secretary may withhold up to 2 percent of the amount appropriated under subsection
(a)for the costs of project management oversight of grants authorized under title 49, United States Code.
