There is authorized to be appropriated to the Secretary for grants under section 22909 of title 49, United States Code, as added by section 2305, $500,000,000 for each of fiscal years 2022 through 2026. Not less than 3 percent of the amount appropriated in each fiscal year pursuant to subsection
(a)year shall be used for planning projects described in section 22909(d)(6) of title 49, United States Code. Of the amount appropriated under subsection
(a)in each fiscal year, 0.25 percent shall be used for contracts or grants to carry out a highway-rail grade crossing safety information and education program— to help prevent and reduce pedestrian, motor vehicle, and other accidents, incidents, injuries, and fatalities; and to improve awareness along railroad rights-of-way and at highway-rail grade crossings. The Secretary may withhold up to 2 percent from the amount appropriated for each fiscal year pursuant to subsection
(a)for the costs of project management oversight of grants authorized under title 49, United States Code.
