Subsection
(d)of section 1303 of the Homeland Security Act of 2002 ( Public Law 107–296 ; 5 U.S.C. 1401 note) is amended to read as follows: Each year, the Chief Human Capital Officers Council shall submit a report to Congress and the Director of the Office of Personnel Management that includes the following: A description of the activities of the Council. A description of employment barriers that prevent the agency from hiring qualified applicants, including those for digital talent positions, and recommendations for addressing the barriers that would allow agencies to more effectively hire qualified applicants. Not later than 60 days after the Director receives a report under paragraph (1), the Director shall submit to Congress and the Council a report that details how the Office plans to address the barriers and recommendations identified by the Council in their report. The Director shall— not later than 30 days after receiving a report under paragraph (1), make that report publicly available on the Office’s website; and on the date the Director submits the report under paragraph (2), make that report publicly available on such website. .
