Sec. 142. Minimum aircraft levels for major mission areas

Except as provided under subsection (b), the Secretary of the Air Force shall maintain the following minima, based on Primary Mission Aircraft Inventory (PMAI): 1,182 Fighter aircraft. 190 Attack Remotely Piloted Aircraft (RPA). 92 Bomber aircraft. 412 Tanker aircraft. 230 Tactical airlift aircraft. 235 Strategic airlift aircraft. 84 Strategic Intelligence, Surveillance, and Reconnaissance
(ISR)aircraft. 106 Combat Search and Rescue
(CSAR)aircraft. The Secretary of the Air Force may reduce the number of aircraft in the PMAI of the Air Force below the minima specified in subsection
(a)only if— the Secretary certifies to the congressional defense committees that such reduction is justified by the results of the new capability and requirements studies; and a period of 30 days has elapsed following the date on which the certification is made to the congressional defense committees under paragraph (1). The limitation in subsection
(a)shall not apply to aircraft that the Secretary of the Air Force determines, on a case-by-case basis, to be no longer mission capable because of mishaps, other damage, or being uneconomical to repair.
