Section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5122 ) is amended by adding at the end the following: The term telecommunications carrier has the meaning given that term in section 3 of the Communications Act of 1934 ( 47 U.S.C. 153 ). . Section 403(a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5170b(a) ) is amended by adding at the end the following: Using Federal equipment, supplies, facilities, personnel, and other resources, other than the extension of credit, to assist telecommunications carriers in the maintenance and restoration of communications during or in the aftermath of a major disaster. .
