The Secretary of State, with the concurrence of the Secretary of Defense, is authorized to transfer one OLIVER HAZARD PERRY class guided missile frigate on a grant basis under section 516 of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2321j ) to a foreign government pursuant to the program authorized in section 201(a) for the purposes of this Act.
