Chapter 51 of title 49, United States Code, is amended by adding at the end the following: For the purposes of enforcing this chapter, the Secretary and the Secretary of the department in which the Coast Guard is operating shall establish policies and practices to ensure that the authorities set forth in this chapter are enforced in the same manner and to the same extent, and the civil and criminal penalties are assessed or recommended in the same manner and to the same extent. . The analysis for such chapter is amended by adding at the end the following new item: 5129. Maritime Transportation of Hazardous Material. .
