Chapter 131 of title 46, United States Code, is amended by adding at the end the following: The Secretary may develop and propose a model for a national recreational vessel training curriculum and education standards for operators of recreational vessels equipped with propulsion machinery of any kind. The purpose of the model curriculum developed under subsection
(a)is to promote uniformity of boating safety awareness and education and improve reciprocity of recreational vessel operator certificates and licenses among the States. . The analysis for such chapter is amended by adding at the end the following new item: 13111. Recreational vessel operator education. .
