Section 3702(c) of title 46, United States Code, is amended to read as follows: Except as provided in paragraph (2), this chapter does not apply to a fishing or fish tender vessel of not more than 500 gross tons as measured under section 14502 of this title, or an alternate tonnage measured under section 14302 of this title as prescribed by the Secretary under section 14104 of this title when engaged only in the fishing industry. A vessel described in paragraph
(1)is subject to regulation by the Secretary under this chapter if the vessel is carrying flammable or combustible liquid cargoes in bulk. .
