Notwithstanding section 1085 of title 10, United States Code, the Secretary of Homeland Security shall, in lieu of reimbursement, transfer, from amounts appropriated for the operating expenses of the Coast Guard, an amount, determined by the Department of Defense Board of Actuaries established pursuant to section 183 of title 10 United States Code, that represents the value of care that the Department of Defense or a military department, during the fiscal year in which funds are made available, provides to a member or former member of the Coast Guard (or a dependent of such member or former member).
