Section 461 of title 14, United States Code, is amended to read as follows: The Secretary may have remitted or cancelled any part of a person’s indebtedness to the United States or any instrumentality of the United States if— the indebtedness was incurred while the person served on active duty as a member of the Coast Guard; and the Secretary determines that remitting or cancelling the indebtedness is in the best interest of the United States. . The table of sections at the beginning of chapter 14 of such title is amended by striking the item relating to section 461 and inserting the following new item: 461. Remission of indebtedness. .
