Section 509 of the Public Health Service Act ( 42 U.S.C. 290bb–2 ) is amended— in subsection (a)— in the matter preceding paragraph (1), by striking abuse and inserting use disorder ; in paragraph (3), by inserting before the period that permit States, local governments, communities, and Indian tribes and tribal organizations (as the terms ; and Indian tribes and tribal organizations are defined in section 4 of the Indian Self-Determination and Education Assistance Act) to focus on emerging trends in substance abuse and co-occurrence of substance use disorders with mental illness or other conditions in the flush sentence following paragraph (3)— by inserting , contracts, before or cooperative agreements ; and by striking Indian tribes and tribal organizations, and inserting Indian tribes or tribal organizations (as such terms are defined in section 4 of the Indian Self-Determination and Education Assistance Act), health facilities, or programs operated by or in accordance with a contract or grant with the Indian Health Service, or ; in subsection (b)— in paragraph (1), by striking abuse and inserting use disorder ; and in paragraph (2), by striking abuse and inserting use disorder ; in subsection (e), by striking abuse and inserting use disorder ; and in subsection (f), by striking $300,000,000 and all that follows through the period and inserting $333,806,000 for each of fiscal years 2018 through 2022. .
