Section 516 of the Public Health Service Act ( 42 U.S.C. 290bb–22 ) is amended— in the section heading, by striking and inserting abuse ; use disorder in subsection (a)— in the matter preceding paragraph (1), by striking abuse and inserting use disorder ; in paragraph (3), by inserting before the period , including such programs that focus on emerging drug abuse issues ; and in the flush sentence following paragraph (3)— by inserting , contracts, before or cooperative agreements ; and by striking Indian tribes and tribal organizations, and inserting Indian tribes or tribal organizations (as such terms are defined in section 4 of the Indian Self-Determination and Education Assistance Act), health facilities, or programs operated by or in accordance with a contract or grant with the Indian Health Service, ; in subsection (b)— in paragraph (1), by striking abuse and inserting use disorder ; and in paragraph (2)— in subparagraph (A), by striking ; and at the end and inserting ; ; in subparagraph (B)— by striking abuse and inserting use disorder ; and by striking the period and inserting ; and ; and by adding at the end the following: substance use disorder prevention among high-risk groups. ; in subsection (e), by striking abuse and inserting use disorder ; and in subsection (f), by striking $300,000,000 and all that follows through the period and inserting $211,148,000 for each of fiscal years 2018 through 2022. .
