Notwithstanding any other provision of law, the Secretary of Transportation— may not publish any report required or authorized by law in a printed format; and shall publish any such report by posting it on the Department’s Internet Web site in an easily accessible and downloadable electronic format. Paragraph
(1)does not apply to any report with respect to which the Secretary determines that— its publication in a printed format is essential to the mission of the Department of Transportation, as determined by the Secretary; or its publication in accordance with the requirements of paragraph
(1)would disclose matter— described in section 552(b) of title 5, United States Code; or the disclosure of which would have an adverse impact on safety or security, as determined by the Secretary. Section 1135(e)(1) of title 49, United States Code, is amended— by striking On February 1 of each year and inserting Within 120 days after publication of the Board’s annual ; and most wanted list by striking the report due on February 1 of .
