Section 119(d)(2) of title 23, United States Code, is amended by adding at the end the following: Replacement (including replacement with fill material), rehabilitation, preservation, and protection (including scour countermeasures, seismic retrofits, impact protection measures, security countermeasures, and protection against extreme events) of bridges on Federal-aid highways (other than on the National Highway System), except that a State may not obligate in excess of 10 percent of the funds apportioned to the State under section 104(b)(1) for such purpose. .
