Part H of title I of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 6551 et seq. ) is amended by inserting after section 1803 the following: In this part: The term early childhood education provider means— a program that provides for the care, development, and education of infants, toddlers, or young children ages 5 and younger that— meets all applicable State and local government licensing, certification, approval, and registration requirements; and is operated by— a program operated by a public school that is supported, sponsored, or administered by the local educational agency; a Head Start or Early Head Start agency that receives financial assistance under the Head Start Act; a nonprofit or community-based organization; or a child care program that receives funding under the Child Care and Development Block Grant Act of 1990; or a consortium of the providers described in subparagraph (A).
The term outcomes data means— objective and developmentally appropriate measures, if valid, reliable, and available, of— preliteracy and premathematics skills; kindergarten readiness; reading and numeracy skills; proficiency on State academic performance standards; attendance; discipline referrals; and suspensions; and other such applicable measures of student success. The term postsecondary education means education and training provided by colleges or job training agencies to students who have graduated or aged out of public kindergarten through grade 12 education.
The term quality rating and improvement system means a system of supporting and assessing the quality of early childhood education providers that builds on licensing requirements and other State regulatory standards for such providers, that is designed to improve the quality of different types of early childhood education programs, and that— has a series of levels or tiers leading to nationally recognized high-quality program standards for early childhood education programs; addresses staff qualifications, professional development, program standards, family engagement, and program environment; provides financial and technical assistance to programs to achieve and sustain higher levels of quality; and provides information to families and the public on the rating of programs that is accessible to all families.
The term State means the State educational agency. .
