Section 1803 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 6553 ) is amended to read as follows: For the purpose of carrying out this part, there are authorized to be appropriated such sums as may be necessary for fiscal year 2014 and each of the 5 succeeding fiscal years, of which— not more than 5 percent shall be available to carry out subpart 1 for each fiscal year; and not less than 95 percent shall be available to carry out subpart 2 for each fiscal year. .
