Congress finds the following: Congress remains steadfast in supporting the continuing efforts of the Department of Defense to produce auditable financial statements. Such efforts are essential to ensure taxpayers dollars are accounted for at the largest department of the Federal Government. As the 2017 and 2019 statutory audit deadlines approach, Congress believes an advisory panel is necessary to better track the Department’s progress. The purposes of the Advisory Panel are— to work on behalf of Congress to actively monitor the audit readiness work of the Department of Defense and, after September 30, 2017, the Department’s 2018 audit; and to regularly providing interim findings and recommendations to the Committees on Armed Services of the Senate and the House of Representatives, with the purpose of making the Department auditable and aiding in oversight of the Department by such Committees.
