Sec. 1702. Establishment of Advisory Panel on Department of Defense Audit Readiness

There is established the Advisory Panel on Department of Defense Audit Readiness (in this title referred to as the Advisory Panel ). The Advisory Panel shall be composed of 10 members, of whom— two shall be appointed jointly by the Chairman of the Committee on Armed Services of the Senate and the Chairman of the Committee on Armed Services of the House of Representatives, in consultation with the Ranking Member of each such Committee, from among members of different political parties from each such Committee, to serve as Co-Chairmen of the Advisory Panel; two shall be appointed by the Chairman of the Committee on Armed Services of the Senate; two shall be appointed by the Ranking Member of the Committee on Armed Services of the Senate; two shall be appointed by the Chairman of the Committee on Armed Services of the House of Representatives; and two shall be appointed by the Ranking Member of the Committee on Armed Services of the House of Representatives.
The appointments of the members of the Advisory Panel shall be made not later than 30 days after the date of the enactment of this Act. Appointments to the Advisory Panel shall be made from among individuals who are certified public accountants and have work experience within the Department of Defense or private financial management sectors. An individual who is an officer or employee of the Federal Government may not be appointed to the Advisory Panel. Members shall be appointed for the life of the Advisory Panel.
Any vacancy in the Advisory Panel shall not affect its powers, but shall be filled in the same manner as the original appointment. Not later than 60 days after the date on which all members of the Advisory Panel have been appointed, the Advisory Panel shall hold its first meeting. The Advisory Panel shall meet regularly at the call of the Co-Chairmen. Five members of the Advisory Panel shall constitute a quorum, but four members may hold hearings.
