At the same time as the President transmits to Congress the budget for fiscal 2016 year under section 1105 of title 31, United States Code, the Secretary of the Army shall submit to the congressional defense committees an assessment of how the Army has— captured and incorporated lessons learned through the initial employment of the regionally aligned force in the United States Africa Command area of responsibility; institutionalized and improved predeployment training; improved the coordination of activities between special operations forces, Army regionally aligned units, contractors of the Department of State, contractors of the Department of Defense, the geographic combatant commands, the Joint Staff, and international partners; accounted for all the various funding streams used to fund regionally aligned force activities, including the amount of funds expended from each account; assessed the impacts associated with long-term commitments of regionally aligned forces to meet security cooperation requirements; maintained high levels of core mission readiness while supporting geographic combatant commander requirements through regionally aligned force activities; planned for expansion of the regionally aligned force model; and planned to retain regional expertise within units habitually aligned to a specific region.
