Sec. 334. Report on impacts of funding reductions on military readiness

Not later than 30 days after the date of the enactment of this Act, the Under Secretary of Defense (Comptroller) shall report to the congressional defense committees on the readiness and cost impacts, both immediate and long-term, for the military services, the Office of the Secretary of Defense, the Joint Chiefs of Staff, and the Defense Agencies, of the reductions in funding required in section 4301 of this Act. Such report shall address each of the following categories: Reduction in contracts for Other Services, including— impacts on mission execution and effectiveness; subsistence and support of persons, including submarine galley maintenance in support of the Navy fleets; the credentialing of health, legal, engineering, and acquisition professionals, including licenses, certifications, and national board examinations; continuing education for military service members and their families, including tuition assistance and completion of graduate degrees, including correspondence courses; scholarships, instructor pay, and textbooks for Reserve Officer Training Corps and Junior Reserve Officer Training Corps programs; installation family support programs; general training, including training outside normal occupational specialties such as cultural and language training for deploying forces; physical fitness services; the annual audit of financial records and annual review of acquisition programs; drivers for security details; foreign national indirect hires; port visit costs and port visit security;
Defense Travel System afloat support; engineering readiness assessment teams; sexual assault and suicide prevention and response programs; student meal programs and educational assistance purchases; employer support to the National Guard and Reserve; Yellow Ribbon Reintegration Program; and network programming activities, database sustainment, and improvement. Reductions in contracts for facility sustainment, restoration, and modernization, including— impacts to mission execution and effectiveness; impacts to life, health and safety, including fire and emergency services; impacts to training; deferrals of repairs or upgrades to mission-critical infrastructure, including roads, electrical systems, heating and air conditioning systems, and buildings; deferrals of repairs or upgrades to airfield runways, taxiways and aprons; installation security through the deferrals of repairs, replacements or reconfigurations of gates or other installation security components; base operations due to deferral of facility renovations, consolidations, conversions, or demolitions; operation of dining facilities; utility privatization; deferrals of repair and renovation of barracks; facilities engineering services; dredging of navigation channels; execution of the minimum six percent capital investment program required under section 2476 of title 10, United States Code; and maintenance, repairs, and modernization of Department of Defense dependent schools in Europe and the Pacific and defense domestic dependent elementary schools.
Reductions in civilian personnel, including— mission execution and effectiveness; the ability to recruit, hire, and train civilian employees; the cost of overtime that will be generated as a result of unfilled civilian personnel billets; the morale of the civilian workforce; and the ability to execute reductions in force within the fiscal year. Reductions in unobligated balances of prior-year funding, including— mission execution and effectiveness; and the ability to execute reductions within the fiscal year.
Any other information that the Under Secretary determines is relevant to enhancing the committees’ understanding of the impacts of the required reductions in funding. The Comptroller General may report to the congressional defense committees, as required by subsection (a), either by providing a briefing or a written report.
